Human Resources Manager

As the Human Resource Manager, you will be responsible for performing HR-related duties on a professional level and works closely with senior management in supporting designated geographic regions. You will be expected to carry out responsibilities in the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment. The HR Manager is also responsible for aligning business objectives with employees and management in designated UCG Programs. You will serve as a consultant to management on human resource-related issues. The successful leader acts as an employee champion and change agent. The role assesses and anticipates HR-related needs.

Employee Engagement & Retention
Leveraging the resources supplied by the Insperity PEO, the incumbent will:
  • Review, research and implement applicant and employee retention record system
  • Conduct exit interviews and analyze attrition patterns by generating monthly and/or quarterly and annual turnover reports and provide ideas for improved retention
  • Work with HR including new hires, wage adjustments and terminations
  • Support finance and administration of the performance appraisal and merit increase processes.
  • Promotes cultural awareness and competence within the agency
  • Assist in employee related or team building activities as assigned
HR Laws and Compliance
  • Consult supervisor and/or Executive Leadership in matters related to compliance with state and federal regulation and recruitment and hiring abnormalities.
  • Provides HR policy guidance and interpretation.
  • Coaches, counsels, and guides managers before executing employee disciplinary actions.
  • Maintain and safeguard the confidentiality of employee personal information
  • Carry out responsibilities in accordance with the organization's policies and applicable laws.
  • Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  • Improve HR management principles and suggest process changes and improvement to Director of Operations and/or CEO.
Recruitment and Onboarding
Leveraging the resources supplied by the Insperity PEO, the incumbent will:
  • Proactively establish strategic and effective recruiting and sourcing methods including local and regional media or internet job boards, colleges and universities, community groups and organizations, etc. to implement the agency's recruiting process and meet staffing plans
  • Conduct all recruitment and staffing responsibilities in a professional, timely manner and in strict support of the agency's commitment to fair employment and non-discriminatory employment practices, and licensing and accreditation standards.
  • Collaborate with hiring supervisors on applicant screening criteria, interview questions, evaluation criteria, and recommendations for hire; work with hiring managers to develop, write, and revise job descriptions for new and existing positions.
  • Extend job offer to position salary and benefit package advantageously for candidate acceptance. Must be knowledgeable of all benefits including personal time off, holidays, health, and wellness plans.
  • Track all internal and external job applicants to generate status reports at each step in the recruiting and placement cycle including data points such as date of applicant resume, resume screening on specific job criteria or specialty proficiencies, qualified applicant pool for interviews, hiring team outcomes and evaluations, and job offer date and report to work date.
  • Completes the hiring process including gathering and documenting pre-employment verifications and reference checks, criminal history check, health screenings, and driving record.
  • Collaborate with Compliance Department to ensure CCL Reporting, Training and Hiring standards are met.
  • Ensure the accuracy of benefits-related forms for new hires/terms. Reviewing benefits and polices with employees as needed or upon request.
Strategic Projects and Work Force Planning
  • In concert with Executive Leadership, support and implement Unity Care's People Strategy
  • Partner with program and department leads to identify overall staffing needs, training and development needs
  • Assist in various special projects as needed and conduct training sessions if required.
Leave, Disability, and Workers' Compensation
Leveraging the resources supplied by the Insperity PEO, the incumbent will:
  • Admin the workers comp program
  • Oversee workers compensation and schedules.
  • Manage the disability and FMLA leave application and approval process.
  • Participates in HR staff meetings and attends other meetings and seminars.
Payroll Support /Benefits Administration (Only as back up for finance)
Leveraging the resources supplied by the Insperity PEO, the incumbent will:
  • Performs benefits administration, including claims resolution, change reporting, approving invoices for payment and communicating benefits information to employees.
  • Responsible for setup, processing, and distribution of employee payroll, commissions, bonuses, and payroll adjustments in a highly accurate and timely manner.
  • Support Finance Team with setup and maintenance of payroll files - if needed.
  • Maintain accurate tracking of vacation, floating holiday and sick pay.
  • Reconciling multiple accounts as well as overseeing the 403b and garnishments.
  • Maintains human resource information system records and compiles reports from the database.
  • Support in administration of other systems (i.e., Salesforce, Awards, etc.) as needed.
  • Attend up to 40 hours of paid training each year to improve or advance skills
  • All other duties as assigned.
  • Bachelor's degree and 3-5 years of HR experience, or a master's degree in HR management and two years of experience in the HR field, or seven years of experience in the HR field, or any similar combination of education and experience.
  • Demonstrated experience in sourcing, recruiting, interviewing, and hiring, and program marketing.
  • Experience with researching and utilizing on-line recruiting sources.
  • Ability to coordinate and attend career sessions or job fairs.
  • Effective communication skills with others, individually and in teamwork.
  • Possess the ability to produce well-written documentation including letters, ads, email, internet posting, web site content etc.
  • Excellent organizational, multi-tasking and time management skills with proven ability to set and meet deadlines.
  • Demonstrated maturity, independence, flexibility and creativity in the performance of job duties and responsibilities.
  • Advanced proficiency in using computers and Microsoft Office applications.
  • Training and/or experience in performing basic accounting services.
  • Demonstrates proficiency with PCS and business software including Excel spreadsheets, Outlook, Insperity and TimeStar.
  • Demonstrates attention to detail, ability to work effectively in a team environment and to handle multiple tasks simultaneously.
  • This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position regularly requires long hours and occasional weekend work as job duties demand.
  • Coursework in Human Resources
  • Direct knowledge of Social Services, Foster Care, Licensed clinical professionals and/or the requirements of staff for Community Care Licensing
  • Hands-on new employee orientation training experience
  • Knowledge of applicant tracking tools and databases specifically Bright Move (by Insperity) is a plus
  • Ability to work well independently
  • Possesses superior organizational and administrative skills
